The program itself is legal and legitimate. What people choose to do with it, however, is not. :o

Basically, the program is legal. But if you use it it isnt.
it's legal to use, so long as you only use it to download public domain.
and unless very clearly stated, nothing on th internet is public domain.
so yes, pretty much illegal
