Steam down?

I just tried to go play CS, and I kept getting a connection error. I figured either, my "ticket" timed out, or Steam was just acting up. So, I close the program and try to restart it. I get the update loading bar. I figure this must be why it didn't wanna connect, so I let it update. It gets all the way to the end, and then it says that it can't open SteamUI.dll for writing. Anyone else getting this? I tried Steams website, but it appears to be down. I even went and checked to see if the file was marked read only, and it isn't.

Any ideas?
